Dear BC Hydro,
In what age of commerce do we live in were you can't set up a simple operation like deducting variable amount of money from an account each month? Why do you bother to tell me about the hair-brained scheme that some marketing douche bag (who is completely unnecessary in the first place because you're still operating like a monopoly) came up with where you deduct an average amount and keep a running totally over the difference over a year. Was that necessary? Isn't that complicating the matter for no particular reason whatsoever? How about you take the value you tabulated anyway and send that value to my credit card company who will then increase your account by that same value? What that so hard?
P.S.
Dear Government of Canada,
Thank you for setting up legal monopolies for all utilities and infrastructure, then dissolving them while simultaneously reducing regulation leaving incumbent companies with way to much cash on hand to actually bother competing in a free market, just colluding with other large companies to keep prices high and buying up any small competition.
Love,
Will

I believe the theory (in places where it is appreciably colder in some parts of the year than other) is that this sort of plan lets your spread out your costs over the entire year instead of of paying little in the summer then hammered hard in the winter.
But do go on, you're in such terrific rant mode...
And I am clearly in poor proof-read mode. Please excuse me.
So maybe some people would like such a plan, but why does that preclude them from doing some basic addition and subtraction?
Subtraction is hard.
Uhhh... if I were you, I would allow no automatic debiting action.
Do you really trust them to not fuck up that much?
Man, subtraction is easy. Just do what I do:
Okay, so you're working a corner. Your man has given you half a g-pack and expects at least three hundred by the end of the day or he's going to beat your ass. Now, junkie comes up with a five and two singles and asks you to spot him the other three. Sheiiit, this ain't no DSS, right? But buddy fronts him another five and he still wants one.
How much do you owe?
January 6th, ya cheese-faced bitches. Season Five of The Wire is coming.
